Additional Notes: The idea of the wheel first surfaced in 2010 but it was then turned down. The Helsinki Wheel opened in 2013 in South Harbor; Helsinki, Finland. The observation wheel is 165 feet tall. There are 36 cabins capable of holding up to 8 people at one time resulting in a seating capacity of 288 passengers.
